As usual in Japan the problem is quite complicated, in short the prosecutors can disclose the names but considering each case in separate.

I don’t think they’re each 17 and 18. Probably one is 17 and the other is a year older.

Perhaps JT could go with: Two males aged 17 and 18.

But I’m not an investigative reporter, so what do I know?
