Police in Fukuoka City have arrested a 63-year-old man on suspicion of fraud for failing to pay the room fee and food and drink charges at a karaoke bar.
According to police, the man used a karaoke bar in Chuo Ward for about an hour from around 7:35 p.m. on Wednesday and said he couldn't pay the room fee (2,400 yen) and food and drink charges (2,400 yen), TBS reported.
After coming out of the room, he told staff his wallet was gone and said he wanted to contact an acquaintance, but didn't have his cell phone. The man only had 23 yen on him at the time.
Police said the man has remained silent during questioning.

A bit more detail would be helpful. He could be a con man, but he may only have had 23 yen to his name and was hungry. So whilst this could be a story about petty theft, it may be lifting the lid on serious poverty. Single men often fall off the end of support services' priority lists. The cash just runs out before getting to them.

how a story like this gets coverage in today's media is beyond my simple-minded comprehension. Did I miss something in the story that was of merit or value?

What is 'real crime'?
The notion that Japan has less crime overall than other developed nations is a complete myth. While it has higher rates of certain crimes compared to the average, it also has lower rates of others. And you have the other factor of underreporting.
