It took 1000’times to get them to act. After the 5th someone should have immediately investigated or max 10. What if they were unable to speak and couldn’t talk and needed help. But in this case clearly a person in some need of something.

The best procedure for silent calls would be to act after the third one from the same number. It could be of someone in need and unable to speak. It is absurd to act only after over 1,301 calls!

The police kept repeating "shouganai" for each of the first 1,300 calls. But on the 1,301st call they decided to do something about it.

or were they just too busy looking at their own smartphones, sitting at their desk, earning their pay?
