Police in Kyoto on Thursday arrested a 34-year-old man on suspicion of violating the Kyoto Prefecture Nuisance Prevention Ordinance after he pulled down the pants of a 17-year-old high school girl as she walked home.
Police said the incident occurred at around 8 p.m. Wednesday in Minami Ward, Sankei Shimbun reported.
According to police, Takamitsu Nakagaki, a company employee from Nagaokakyo City, Kyoto Prefecture, walked up behind the girl and yanked her pants down.
As he tried to flee, he stumbled and fell. The girl caught him and called 110.
Police quoted Nakagaki as saying, "I wanted to see her underwear."
