I agree with you that it seems foolish, to us. I suspect it's the thrill of "getting away with it" as much as seeing the women's underwear. Same as shoplifters who steal inexpensive items for which they have the money to purchase. Adrenaline is addictive.

This is much worse than the hyped "sushi terrorism" pranks, which were done by random customers but resulted in sushi chains making big changes to their way of operating. Perhaps its just one bad apple and not Uniqlo Corporate's fault, but they owe it to their female customers to ensure this never happens again. Given the nature of it, I don't suppose compensating the victims can be done without further violating their privacy.
Violation of safe spaces for women is not remotely acceptable. I'd happily use soy sauce from a licked bottle 100 times rather than have some perv of a shop manager upskirt my daughters.

Not really. It seems to be very common in Japan. The problem is many Japanese men who are inclined to do this sort of thing think they can get away with it.
