But you don't know which big shots, or what they said?

A lot of movie production has moved overseas for the same reason most manufacturing has moved overseas. The cost of production is 10-20x in the US and it takes significantly more time and money due to dealing with unions and stifling labor laws.

If you want movie production to come back to the US, you need to dissolve unions and lower wages. I don’t think Americans are going to do that though.

In the end, like all trump tariffs, the American people will pay the price.

Perhaps the "average American" could use a good dose of better education so they can appreciate how people (excellent actors often) are giving us all the nuances and emotions of their particular characters in a movie. There are times I watch movies dubbed in English but it is always much better and satisfying in the original language. Always.

What Trump doesn't take into account is the number of foreign films shot in their own countries that are increasingly being shown internationally. Add that is a lot of movies are shot due to the location, not solely due to incentives (Canada is a big exception). What SHOULD be done is have the US Government provide incentives to film in the US instead of giving huge tax breaks the the Trumps rich buddies. It's the same as California has had to do to compete with other states like Georgia, New Mexico and Texas.

Again, it’s not about limiting access, it’s to bring back the industry more to the U.S., I understand you can’t film everything in one country, but you can film a lot in the U.S. we have deserts, mountains, various climate zones, California taxes makes it almost impossible to film anything anymore.
