Any treaty will be pretty useless, as the only countries would actually enforce it would be the ones that already keep the pollution in check.

Treaty for what??? to have nice pictures, awkward handshakes and dinner parites??

And after signing, the leader fo any country (let's say an orange one saying magamaga), will quit because the treaty objectives and procedures goes against what his sponsors/friends/puppetmasters wishes so he quits....
