If you want the global south to do stuff, you will have to fund the infrastructure for it. And as the US will now ignore anything that doesn't make them cash, 'global' policies won't be global.
Eventually they will just decide on something that increases costs to consumers, the money going to governments, with no environmental benefit. As they do in every other area (eg. carbon credits).
If you want to replace plastics, shift funding to those who can produce an equivalent product, at an equivalent scale, with less environmental impact.
