Why? The U.S. Space Force was established under the previous Trump administration.

Japanese and US cooperation militarily and strategically is tantamount to the safety of democracy and the free world. There is always space for peaceful endeavors such as this, be it in Tokyo, Misawa, or even Okinawa. I'm no rocket scientist but will wager all are the same distance to outer space (contingent on land altitude of course).

Another breach of the Japan-U.S. Security Treaty, which says only the Army, Navy and Air Force are granted to use land and facilities in Japan!

That couldn’t be possible unless Japan was still being occupied by U.S. forces.
