Why are you showing the number plate of a private vehicle? They're always blurred or pixilated in other media.
Is this really such an issue? If something is on public streets on a regular basis, how can it be a problem if there is a picture of it in a public medium. If this is a problem, then privacy laws in Japan have gone beyond the pale. Might as well ban all pictures ...
Take a look outside and see all those vehicles driving around with their licence plates in clear view. A licence plate is hardly top secret and in this case I imagine the owner's permission was sought. If however a crime is involved and there is a chance of someone being misidentified then the plates are usually blurred.
