Maybe Ishiba's English isn't that hot, or the interpreter used the wrong word, but "frightening" isn't a word you'd use about Trump, unless you mean the orange makeup.

"Risible", "borderline insane", and "spends most of the time off in cloud cuckoo land" are more apt.

Oh wow! We're really frightened of Trump (sarcasm). If you really want to know what kind of person Trump is, go to the Micheal Cohen videos on YouTube. He worked for him before and during Trump's first term. That will tell you. And don't just take his word for it. There are others who also worked with and for him with similar stories.
