Isn't their biggest challenge not having enough runways for more flights? Haneda has 4 now but Narita only has 2? What are the safety concerns? Do they fear Narita farmers are going to storm the air traffic controllers tower again? I think those days have passed!

If they pay better salary to staff they will not have human resources challenge.

These guys will do anything to pump their preferred airport, especially if it's in/around their hometown. They push so hard and use so much government funding to build on already unnecessary airport infrastructure that costs for landing go up. Isn't Japan the most expensive place in the world for landing? Like Tokyo #1, KIX #2, and the LAX or somewhere else? KIX is another prime example of this -- they asked the world if they should build a second runway, the world said no, KIX said they don't need international input (ignoring the results of their own survey) and built it, and then most direct flights to Osaka were canned because it became too expensive to land there. Maehara comes from the area around Haneda, so he's been using funds to build it up, declaring it would become "the hub of Asia". Now you've got these people trying to build up Narita when it's unnecessary and only for namesake.
