Canada, Mexico announce tariffs on U.S. in retaliation for Trump's tariffs

Canada will retaliate against President Donald Trump's new tariffs with 25% levies on a raft of U.S. imports, Prime Minister Justin Trudeau said on Saturday, warning Americans that Trump's actions would have real consequences for them.

As relations between the long-time allies who share the world's longest land border reach a new low, Trudeau told a news conference he was slapping tariffs on C$155 billion ($107 billion) of U.S. goods. Those on C$30 billion will take effect on Tuesday, the same day as Trump's tariffs, and duties on the remaining C$125 billion in 21 days, he said.

Trudeau's announcement came just hours after Trump ordered 25% tariffs on Canadian and Mexican imports and 10% on goods from China, risking a trade war that economists say could slow global growth and reignite inflation.

Trump said he would impose 10% tariff on all energy imports from Canada.

The Canadian leader said tariffs would include American beer, wine and bourbon, as well as fruits and fruit juices, including orange juice from Trump's home state of Florida. Canada would also target goods including clothing, sports equipment and household appliances.

Trudeau said the coming weeks would be difficult for Canadians but that Americans would also suffer from Trump's actions.

"Tariffs against Canada will put your jobs at risk, potentially shutting down American auto assembly plants and other manufacturing facilities," Trudeau said, addressing U.S. citizens during a press conference in Ottawa.

"They will raise costs for you, including food at the grocery store and gas at the pump."

Canada is considering non-tariff measures, potentially relating to critical minerals, energy procurement and other partnerships, Trudeau said.

The 9,000-km (5,600-mile) U.S.-Canada border handles over $2.5 billion in trade a day, especially in energy and manufacturing, according to Canadian government data from 2023.

In 2023, Canada exported close to C$550 billion worth of goods and services to the U.S., or more than three-fourths of its total exports. Energy accounted for 30% and manufacturing contributed around 15% to exports south of the border.

Exports to the U.S. accounts for roughly 17.8% of Canadian gross domestic product and more than 2.4 million jobs in Canada.

The tariffs hit Canada as it deals with a political crisis and a leadership race within Trudeau's Liberal Party.

Facing low approval ratings, Trudeau has said he will resign after nine years in office once a new party leader is chosen. The opposition Conservatives could win the next election by a thumping majority, according to recent opinion polls.

Flanked by his foreign affairs and finance ministers a somber Trudeau recalled the years of bilateral relations between the two countries.

"From the beaches of Normandy to the mountains of the Korean Peninsula, from the fields of Flanders to the streets of Kandahar, we have fought and died alongside you during your darkest hours," he said. "We've built the most successful economic, military and security partnership the world has ever seen."

Trudeau encouraged Canadians to buy Canadian products and vacation at home rather than in the U.S.

"We didn't ask for this but we will not back down," he said.

In Mexico City, Mexican President Claudia Sheinbaum on Saturday ordered retaliatory tariffs in response to the U.S. decision to slap 25% tariffs on all goods coming from Mexico, as a trade war broke out between the two neighbors.

In a lengthy post on X, Sheinbaum said her government sought dialogue rather than confrontation with its top trade partner to the north, but that Mexico had been forced to respond in kind.

"I've instructed my economy minister to implement the plan B we've been working on, which includes tariff and non-tariff measures in defense of Mexico's interests," Sheinbaum posted, without specifying what U.S. goods her government will target.

The United States is by far Mexico's most important foreign market, and Mexico in 2023 overtook China as top destination for U.S. exports.

Mexico has been preparing possible retaliatory tariffs on imports from the U.S., ranging from 5% to 20%, on pork, cheese, fresh produce, manufactured steel and aluminum, according to sources familiar with the matter. The auto industry would initially be exempt, they said.

Economy Minister Marcelo Ebrard said on X that Trump's tariffs were a "flagrant violation" of the U.S.-Mexico-Canada Agreement.

"Plan B is underway," Ebrard said. "We will win!"

U.S. exports to Mexico accounted for more than $322 billion in 2023, Census Bureau data showed, while the U.S. imported more than $475 billion worth of Mexican products.

Almost a third of Mexico's gross domestic product depends directly on exports to the United States, Grupo Financiero BASE's economic analysis director, Gabriela Siller, said on X.

"With a universal tariff of 25%, it is estimated that exports could fall by around 12%. With this, Mexico's GDP could fall by 4% in 2025, if the tariff is maintained all year round," Siller said.

In her post, Sheinbaum also rejected as "slander" the White House's allegation that drug cartels have an alliance with the Mexican government, a point Trump's administration used to justify the tariffs.

Trump said the tariffs against Mexico were due to the country's failure to stop fentanyl, a deadly opioid, from getting into the United States, as well as what he called uncontrolled migration.

Sheinbaum touted her government's record since she took office in October - seizing 20 million doses of fentanyl, in addition to detaining over 10,0000 people tied to drug trafficking.

The U.S. measures were "one of the heaviest attacks Mexico has received in its independent history," Mexico's ruling party congressional leader Ricardo Monreal told broadcaster Milenio.

I'm not at all familiar with Canadian politics (although I do know that politics in general is basically just backstabbing and intrigue), but a leader who's announced his resignation has essentially no more left to give, and that's when a politician is at his or her most dangerous. If, among his last actions, he decided to throw a huge middle finger at Trump, that would be the greatest way to sign off.

A quick refresher on MAGA thinking as it relates to tariffs, etc.

MAGA operates on a simple premise: I don't care if I suffer, as long as they suffer more. MAGA people will willingly accept a 50% increase in their grocery prices if it means that the brown people next door have their door smashed down by ICE. "What? They're American citizens? So what, they're brown, and that alone makes them suspect".

MAGA people will be fine with the 1% getting richer and richer as long as someone else gets poorer and poorer (as long as it's not them, of course, in which case it's a democrat conspiracy theory because Fox said that the democrats secretly control the house and the senate and have engaged in a vast conspiracy against the American people).

I'm watching my 401k already taking a beating thanks to mr. tariffs "help 'murica". How many times do those of us with sane American heads on our shoulders have to say that, "Trump and the MAGA, will tank the US economy!" It will be happening real time in the next few weeks/months. The inflation WILL rise, the deficit WILL rise, and Trump and his enablers will be the ones who directly caused it. Can't blame the dems for this one. It will be TRUMP and MAGAs fault. My advice for all of US former allies, work around the US as long as Trumps regime is in power. Sanction the US, tariff the US, and the oligarchs who believe that the rich should rule the poor, the GOP members that went full MAGA in their support for Trump. Should Trump attempt military action on US allies/NATO, I fully expect US allies/NATO to band together against Trump and his enablers. The US USED to have dignity, integrity, honor, and stability. GOP creates massive economic problems due to deregulation, and sucking up to corporate and rich America, then blames the dems. Dems try to fix things, but because the damage the GOP inflicts is bad, it takes time. The GOP then claims it is taking too long to fix, and they can do it better... then if the GOP gets back in power... they GO RIGHT BACK TO deregulation, and sucking up to corporats.

You're not wrong about taxes only being levied on profits, but what's the practical significance of this when dividends are only paid out on retrained earnings? Whether retrained earnings are reduced by corporate taxes or tariffs is irrelevant to investors. Only the final amount matters.

We can either make the movement of goods across borders entirely free and just tax corporations on their profits. Or we can collect part of those taxes at source as goods move across borders. What's the difference?

In theory there is no difference, but global capital prefers the former because it's easier to shift profits to low tax jurisdictions with clever accounting.

Your original question wasn’t about the effect on investors, it was about the effect on consumers. Yes, corporate taxes can affect dividends that matter to investors but they don’t directly impact consumer prices.

If you run a widget producing company, the costs of producing your widgets is the same regardless of whether the corporate tax rate is 10% or 25%. So a rise or reduction of corporate taxes won’t affect how much you charge consumers for widgets.

On the other hand, if a tariff is imposed on a component that you need to import to produce widgets, then your cost of producing widgets goes up and you either have to accept lower profits or charge higher prices to consumers (or more often a bit of both).

Also just to address this point there is a huge difference. Tariffs are only levied on goods that cross borders, so they aren’t a replacement for corporate taxes. For starters doing so would mean that corporations that don’t import anything, or are in businesses that by their nature don’t involve trade (ie services industries) would pay zero taxes.

The size of the budget hole that would create would be massive and there is no way raising tarffs would ever replace it since the higher you raise them the less trade there would be to tariff. So you’d have to either completely stop most government spending, or massively raise sales and individual income taxes to compensate.

You might favor a libertarian style outcome like that, which is fine, but the fact is that corporate income taxes and tariffs are very different things.

You're assumption that corporate taxes don't directly impact consumer prices in the same way as tariffs is misconceived. Just think about it. If corporate taxes result in lower dividends, and thus a lower rate of return for investors, what do you think those investors are going to demand? Of course, higher profits which is probably going to be achieved through higher prices.

This is all well and good, but assuming you have no interest in anything that happens outside the US borders, you have no idea how pitied and, indeed, disliked, we are by the world at large at the moment. People will stop buying US goods, even if they like those goods, on principle, and start switching to non-US alternatives. The US isn't the only country to make beer, and it's actually possible to live without drinking it.

Trump's not just risking financial damage with these stupid tariff wars, he's actively damaging the reputation of the US, and when people dislike a country they often make a conscious choice to not use that country's products.

Taking US craft beer as an example, I bet we will see a decrease in the popularity. Not least because other countries might slap tariffs on it in response to Trump's. I'm not a beer drinker myself, but I can't imagine that US craft beer is so much better than that of other countries that drinkers are willing to pay a ton more for it after a tariff is imposed.

You are proposing to replace a system based on Ricardian comparative advantage where goods flow from places best situated to efficiently produce them with one based on import substitution where every country has to inefficiently try to make everything its economy needs domestically.

I don't disagree with you. I think you're touching on two separate issues. The first is that corporations aren't paying taxes. It's partly because they can shift profits out of the country on paper. Tariffs solve part of this problem by making it impossible to avoid paying something when the goods are imported.

The second issue is wages. Like everything else wages depend on supply and demand. Tariffs create demand for labor by providing a subsidy for domestic manufacturing. If tariffs make it possible to produce something locally, corporations will follow the money and wages will rise, unless immigration is uncontrolled.

Ricardo's theory no longer holds true in the modern world. It was based on a number of assumptions that Ricardo himself acknowledged. The two most important are the mobility of capital and labor. In Ricardo's theory, an English factory owner couldn't simply relocate to Asia, and an Asian couldn't simply turn up in England looking for better wages.

The Ricardian assumption was the English factory owner would invest in some other enterprise that England was competitive at. However, today these opportunities are few and far between, and the factory owner can simply put his capital into a foreign stock market and get far better returns.

If you take the theory of comparative advantage to it's logical extreme, there are certain countries in Africa that enjoy no advantage whatsoever in the modern economy. Should these places be completely abandoned and their citizens relocated to more competitive areas of the world? Or should they try to perseve their society?

Everyone is worse off.
