The purpose was to test each side’s red line, see if a framework agreement could be reached and work out the parameters of a final deal—not to finalize every word. And your point is? It was still a Palestinian state that the Palestinians rejected. Keep in mind that Israel was willing to give back much more land than the Palestinians had ever expected (96% in the West Bank)
