The leaflets aren't send by SK govt. They are printed and send by private organizations. I know that's hard to understand when you live under an authoritarian govt like NK and China where doing things that doesn't violate local laws is allowed.

The best that NK can do is to send a bill/ticket for littering to the SK govt and ask them to pass it onto the organizations for payment.

SK practices capitalism. Therefore NK needs to realize that those pamphlet balloons may not be from the gov't itself. Blame the private companies sending them off instead.
