Thr Dark Web is common knowledge; most people are aware that there are three levels to the Web, with the Dark Web being the most hidden level. If you watch true crime documentaries, especially regarding cases involving child abuse, the Dark Web comes up a lot. I learned things about the Dark Web in regards to child sexual abuse from documentaries that I wish I could bleach from my brain.

Allowing a parent to take children away to another country is something that no embassy staff has any business involving themselves in. It is a matter for a family law judge to decide.
What the articles on this matter have not so far mentioned is whether a Hungarian judge ordered the passports be kept in the father's possession. That would not be unusual when a mother is a foreign national who could flee with the children. Were the Japanese Embassy in Hungary to issue replacement passports it would be a grave violation of international law circumventing a court order.

Yes. Because no one wants to do that kind of work. It's dirty, long hours, looked down on, needed, and underpaid for the amount of labor involved (construction jobs are generally increasing in pay especially because young Japanese don't want to work outdoors).
It takes something special to do a lot of these thankless and gruelling tasks.
Will and Chabba- both of you are correct, but there is an even bigger elephant in the room- the declining birthrates around the world. Now, with the exception of the Middle East and Africa, nearly the whole world's fertility rate is below replacement, and that includes poor countries. Pretty soon, its going to be very difficult to get people to do these jobs, and if Japan has to compete with western nations for these people, it might find itself in an extremely difficult position.
