"This not only insufficient for people to avoid having troubles because of the heat, it could also cause extra ones like water-electrolyte imbalance. It is much better to avoid the heat as much as possible, dress lightly, stop vigorous excercise, etc. instead of just drinking lots of water."
I have noticed many senior citizens don't drink enough water though what people wear in hot days is plain common sense.

"Lawmakers are heightening calls for a review of the duty-free system for foreign visitors, saying it has become a hotbed of fraudulent activity. Some foreign visitors are reselling the tax-free goods for a profit while in Japan."
It takes two to tango, are these so called foreigners reselling the tax free goods for profit while in Japan to other foreigners or to the locals? Why not make it for the travellers to receive their purchases after clearing immigration on their way out. Rather than using the system in place today.

Someone might be legally not guilty, that's for the courts to decide. However, whenever the authorities are involved mentally many assume the "person" have crossed the cultural norms. Therefore, shying away from him or her becomes the only option until proven otherwise.
