It's awful how many Japanese just have a chained up dog in the garden. No wonder the poor thing starts barking.

We all know the poor truck driver is dead, but because of silly Japanese law, he can only be pronounced dead by a doctor. Someone could be lying on the floor, with no head, and completely exsanguinated, but Japanese media would still not report them as dead because a doctor hasn't checked for a heart beat or pupil reflex.

Conveyor belt sushi restaurants are some of the worst offenders. Plates and plates going around which all get thrown away, because everyone just orders fresh anyways.

No "zoning" laws here, afaik.
Yes, this is why most Japanese towns and cities look so horrible to the eye. You'll have some houses (some brand new, others crumbling, vermin-infested hovels) next to a school (which looks like a prison), across from a plastics factory, down the road from a park (with sand instead of grass, naturally!), next to a scrapyard, across from a small shop. It's so poorly planned out.
