The article doesn't mention what type of smartphone, which leads me to believe he may have been coerced by malware on a foreign brand smartphone. Japanese smartphones make sounds so people can't do this behavior without being noticed. I don't think foreign phones do this because it is not a problem outside of Japan.

The booths will have lockable doors, and the seats can be rotated for face-to-face conversations.

inadequate notice
seems to be the bone of contention, yet the amount of notice given is not stated.
Oz "would typically give 12 to 24 hours notice", in other words, as little as 12 hours. and, airlines had sufficient forewarning to alter routes and take whatever other logistical measures were necessary. so.... how long was the "inadequate notice" I wonder..... and since it is highly salient, is it not mentioned? I wonder.....
