There are many towns and villages right at the foot of Fuji-san, I live in one of them, you can start a climb just about anywhere. The gates are at the trail heads you can start somewhere else and pick up a trail a little higher so "closing the mountain" is out of the question.
For sure. impossible to close a mountain.
Fuji san has never been closed “off season”and it is note the few gates that will change that
