The first reactor was built on this site commissioned in 1970. Planning and construction would have started around 10 years earlier. In 1960 the technology to detect (long dormant) seismic faults was not available.
Japanese was industrializing rapidly and the demand for (secure) energy supplies was paramount. Any nuclear power plat had to be placed close enough to a demand on vacant land on the coast. Therefore Fukui (and all subsequent sites) was chosen. In hindsight Fukui was not a good choice.
RE:Another plant were trying to restart only being postponed afterward.
I am familiar with the Onagawa site. This facility is PROOF that a safe nuclear facility CAN be built and operated in quake prone Japan. The (overly) long delays in restarting Onagawa have more to do with economics and politics than with physics. It is operating and generating now.
All of the surrounding municipalities have coordinated a shakedown campaign to squeeze every yen they can out of Tohoku Denryoku. Very convenient for local construction companies which have close ties to local politicians. A trough to feed from.

This is not a problem for Japan alone.
ALL developed countries (Australia is a 1.5 live births per woman) and most developing countries (India etc) are facing a dramatic population decline and not one has reversed it.
Any theory of why Japan is facing this problem and how it should deal with it should be weighed against what we see in other countries.
Korea has a low birth rate along with active outward immigration. Yet those Koreans who settle in a new country emulate the low birth rate trend at home.
Every trick in the book has been tried and failed.
Countries that have a reasonable population growth are actually achieving that by inward immigration. That however is just a gap filling fix.

And the Yamanashi government is hoping to boost that number 3,000,000!

Interesting maths and I will take it a little further. Actually 340 million divided by 9 is 37 million.
That 37 million is the unpaid consumption tax of goods purchased. 8% for food items and 10% for non food items. If we round that off to 10% because the article does not tell us what was purchased (food or non-food)
we end up with each of these 9 people purchasing 370 million in goods.
That is US $2,460,000 at the 150 yen rate.

The pipeline supplying Russian gas to Japan runs down the west coast under the sea. It branches off in Hokkaido, Akita, Yamagata (where it is pumped across the Pacific coast in Sendai) then terminates in Ishikawa.
It must be a pretty robust piece of engineering as it wasn't affected by the Noto Hanto earthquakes.
