The truth is that many Vietnamese workers would rather buy a plane ticket to return home for treatment than stay in Japan for treatment under the Japanese Health Insurance. They are tired of hearing the doctor say "daijoubu", but the illness still lasts for several months, reducing their productivity and their income.
With only 1,200 yen, they can get a medical examination within a few hours, simple illnesses are treated within a week, and they are healthy enough to return to work with the highest productivity.
This will not be in the politician's statistics.
Not only Vietnamese people in Japan, Vietnamese people in the US, in Europe, and in Korea do the same. There is a lot of information online, and you can search easily. Treatment in Vietnam is both fast and cheap.

"Democracy" is a commodity that Western countries are happy to trade for resources and autonomy from small countries. And they can protest with guns and bombs against any form of society other than the one they impose.
Viktor Orban became a dictator when he took office. Slovakia did not agree with some ideas from the EU and also became a dictator and was assassinated. Japan is still considered a democracy despite having had only one party in power for more than 70 years.....,
Come on, society is always about rulers and ruled. On a global scale, it's the big fish eating the little fish.

The Japanese government went against the general trend and now has to pay the price. When the world exploded with inflation because of COVID-19, and the war of interest rate increases... Japan tried to control it. When the world experienced inflation, Japan now had to face it.
They tried to separate each item in the price increase package to blame it on objective factors. Rice increased in price because of overtourism, because of the weather. Cabbage increased in price because of climate change... So why did other items also increase? Why did interest rates increase? Why did taxes increase?
Shortly, Japan will also have to face pressure from Trump, prices may not stop increasing!

That is the dark side of so-called democracy, pluralism.
If the Parties have to try to please the same master (e.g. pro-Western), then you are safe. If each party befriends one side Russia/China, and the other the US, your country will be in chaos.
Small countries are always at risk of becoming battlefields for big countries.

It's funny to blame everything bad on tourists.
Foreigners in Japan want to avoid the 600 yen tax for 4 shirts? So how much profit do they make when reselling when they have to sell much cheaper than the retail system? Where will they sell and how many shirts must they sell each month to have enough income to cover the time they spend?
It's clear that retail businesses are finding ways to avoid taxes because each time they can save hundreds of millions to billions of yen. It has nothing to do with tourists. Find ways to tighten business management, instead of causing difficulties and blaming tourists.
