Watching streams at the moment, as expected, people are everywhere, and a few people are in costume. I think there's a heavier police presence from last year, and they're telling people where to go. There's party buses driving around, with girls performing in front of seated patrons.
Really, all police can do is make their presence known at the major crossings and roads, they can't get into smaller streets and back alleys.

There's no reason to take domestic flights except if you're heading to Okinawa prefecture.
If you have just touched down in Narita, Haneda or Kansai, you could just head for the domestic terminal and board there, especially when both Japanese carriers offer free or discounted fares if booked on the same ticket as the international flights.

What is banned is drinking and carousing in public areas, and public gatherings. No one is banned in dressing up, going to Shibuya or Shinjuku, and walking around in costume. I would wager that there will be not a few people going, curious to see what happens. There may be a few costumers going as well. If there is not that many costumers, then it serves to highlight those people in costume who do go.
The thing is not to stop. That's all.

The irony is that you still need a train to travel around after you touch down. Nevertheless, all these destinations are worth visiting- it relieves pressure on the Golden Triangle, it helps bring tourist money to the localities, and these are genuinely beautiful places to visit.

there may be some troubles ahead if Nintendo or Game Freak decide the similarities are too many.
Trailers for the game have already been out for a couple of years. If Nintendo were to act it would have done so then. PocketPair are pretty confident they have that side covered.
And since there are already mods for the game that replace the pals with pokemon the situation may get a little more complicated yet.
And Nintendo were very quick to shut those down, which adds credence to the idea that the legal position for PocketPair is strong.
You can't sell entertainment in the US without a gunfight, car chase and explosions.
I seem to remember that Animal Crossing was very popular for the Switch.
