It has a lot to do with Japan's crazy fiscal year system. Everything, as in everything, must end on March 31 and then begin on April 1st, no exceptions allowed. In the business, academic and cultural fields, this rigid scheduling puts tons of pressure on people.
Where else does the season with the best weather coincide with the highest depression levels? Crazy. Japan can start by making the school year begin in September.
